The Health and Safety Executive (HSE) has announced changes to the training of first-aiders in the workplace. Employers have been told of the impact the changes will have on them as regards their compliance with the Health and Safety (First-Aid) Regulations 1981. From October 1st, the new arrangements will state that in order to comply, first-aiders provided by an employer in the workplace must hold a certificate of competence. This will include either first aid at work (FAW) or emergency first aid at work (EFAW). "Employers should use the findings of their first aid needs assessment to help them decide whether first-aiders should be trained in FAW or EFAW," the HSE notice said. Following training, practical skills can be less effective, the HSE stated. It will introduce a strong recommendation that an annual refresher course is undertaken by first-aiders during their three-year certification period. The Health and Safety (First-Aid) Regulations 1981 state that employers have to provide "adequate and appropriate" personnel, equipment and facilities.More information about employers' duty under the legislation can be found on the attached. |
